Private capital does a poor job and the public demands that government nationalize. Government then builds the infrastructure and gets it all up and running. When it is all rosy the private sector wants back in and we hear that "public assets are better managed by private enterprise" as you stated above. Then the utilities are sold off and the cycle repeats. The public has a short memory which forgets just why utilities were nationalized in the first place so the players get away with it.
